Entrepreneurs are the backbone of today's ‘new economy'. So how favourable is the environment in which they are expected to operate? This 3i Venturelab report finds out by looking at a range of factors across Europe that affect entrepreneurial businesses at different stages of their development.
Conducted in November 1999, this report highlights several problem areas for Europe - cultural attitudes, relatively unfavourable fiscal environments and bureaucracy - and identifies a series of challenges for European policy makers. It finds that the UK, Ireland, Spain and the Netherlands currently stand out as the more favourable climates for entrepreneurs, while Germany and France still have further to go. This ranking is reflected in recent economic growth figures.
Chapter II covers the entrepreneurial process, the challenges faced and the structural barriers. Chapter IV is a succinct conclusion with relevant recommendations - for all parties involved - on ways to improve the current climate.

The 3i Venturelab at INSEAD was established on 25 November 1997, the result of a major gift by 3i to the Institute. Its aim is to support the development of new insights, understanding and awareness of entrepreneurship and related phenomena. It is one of the principal sources of information on European independent businesses.
